ELLOREE, S.C. — The Town of Elloree has named Earl Kinley as its new chief of police following a recent decision by town council to declare the position vacant.

Mayor Mike Fanning confirmed the change came after a special called meeting in which council voted in executive session to go in what he described as a “different direction” with police department leadership.

“We thanked the former chief of police for his service to the Town of Elloree,” said Mayor Fanning. “We were just looking for a different direction.”

The previous police chief, David Martin, was not removed for any specific reason, according to town officials. 

Council said it was a matter of seeking new leadership that better fits the community’s needs.

Following the vacancy, Kinley expressed interest in returning to the department. 

Kinley previously served as assistant chief in Elloree and also worked with the Calhoun County Sheriff’s Department. He lives about a mile outside the town limits, has children in local schools, and is a familiar face to many residents.

“He’s been a vital or key part of the very fabric of the community for years,” said Fanning. “Everyone was excited.”

Kinley is also the first African-American to serve as the town’s police chief.

“He’s always been an example to the community, and I think he’ll lead us well,” the mayor added.

Some residents say the decision to hire Kinley was met with support.

“From what I know of Earl and the people around here, I think they would enjoy the change,” said resident Jerry Blocker.

The town is aiming to return to full staffing with three full-time officers. 

Officials say they’ll continue to rely on strong partnerships with the Orangeburg County Sheriff’s Department and the nearby Town of Santee for additional law enforcement support.

Mayor Fanning said Kinley’s knowledge of the town and his longtime connection to the community were major factors in the decision.
