In this situation, where the victims are unidentified and operating illegally on an unmarked vessel, it is highly likely that no state will file a formal complaint. Without a flag state or a national state willing to claim and protect the victims, there is no party with the clear legal standing and political will to pursue the case internationally. The crime would effectively go unprotested at the state-to-state level. So the killing will keep going and only the US military can do actually something to stop the killing s .
