Detroit’s massive reparations report is full of ideas. Are they workable?

Black Detroiters who descended from slaves would receive cash payments under a plan developed by the city’s Reparations Task Force, one of dozens of recommendations outlined that cover everything from housing and utility shutoffs to education and police reform.

The 558-page report, which was submitted to the Detroit City Council earlier this fall but will be formally presented in January, was the culmination of a sometimes-tumultuous effort. It comes four years after the city’s voters overwhelmingly approved a 2021 ballot initiative forming a task force to make “recommendations for housing and economic development programs that address historical discrimination against the Black community in Detroit.”
