The Legislative Black Caucus of Maryland (MD Black Caucus) announces that ten of its 2025 priority bills took effect Wednesday, marking a milestone that underscores the Caucus’s leadership in advancing transformative policies that uplift Black Marylanders and strengthen communities across the state. These successful, hard-fought bills represent progress and action towards justice and equity in Maryland. 

Each year, the MD Black Caucus develops and fiercely advocates for a legislative agenda focused on building Black wealth, addressing health disparities, expanding access to housing, ensuring public safety and justice, and promoting educational equity. Beginning October 1, 2025, the following Black Caucus Priority bills officially take effect:

• HB 707/SB 618 – Eric’s ID Law
  

• HB 424/SB 357 – Lowering Prescription Drug Costs for All Marylanders Now Act

• HB 681 – Driver’s License Suspension for Arrearages and Court Orders

• HB 1123/SB 181 – Geriatric and Medical Parole Access
  

• HB 1100/SB 684 – Health Equity Data Dashboard

• HB 1021 – Addressing Appraisal Bias – Real Estate Appraisers Licensure and Certification

• HB 500 – Procurement Reform Act of 2025
  

• HB 601/SB 1008 – Small Business Guaranty Fund – Alterations

• SB 432 – Expungement Reform Act of 2025
