Portland Parks & Recreation installed a 13th “story boulder” at Dawson Park to honor Black-owned newspapers, including The Skanner News.
PORTLAND, Ore. — Portland Parks & Recreation unveiled a new story boulder at Dawson Park this week, expanding the installation to honor Black-owned newspapers that have served the city’s community for decades.
The 13th boulder joins 12 existing installations that commemorate Portland’s Black history, including the 1963 Medgar Evers Memorial Freedom March and Dr. Martin Luther King Jr.’s 1961 visit to the city.
The new addition specifically honors The Skanner News and The Portland Observer, along with other Black-owned publications that have documented and advocated for Portland’s Black community.
“This project is about the legacy of Black-owned media, and how it’s been a part of Portland since we became a real city,” said Bernie Foster, co-founder and publisher of The Skanner News, who championed the project.

Portland City Council approved funding for the community-led effort. The boulder features a photo-etched stainless-steel plate designed to match the original 2014 installations.
Local Black historian Kimberly Moreland contributed historical research for the new panel, joining the original project team for the addition.
Parks & Recreation also replaced all 12 existing imagery plates, which had worn over time, and completed restoration work on the original boulders.
“Dawson Park is a place where history and community come together,” said Priya Dhanapal, deputy city administrator for public works.
The North Portland park has served as an important gathering space for the Black community and provided a key meeting location during the civil rights movement.
Dawson Park includes a playground, splash pad, basketball court and gazebo featuring a dome salvaged from the historic Hill Block Building. The park hosts free community events during summer months.
