Its California's fault 100% that they are running out of water . They do not manage any of the water resources . When it rains in California they let the water just run into the ocean instead of pumping it back to the lakes and water reserves . California also just dumps water into the ocean after treating the sewage , if the sewage water is properly treated they can pump that back to the reservoirs. The big problem with California its all about money . They don't want to spend the money to save the water , then blame it on everyhing else like climate change. They are just full of it …..period . Western states especially California has always had really bad doubts. NO such thing as climate change. Climate change is just a reason for politicians to keep blowing money to keep destroying the environment themselves then blame it on climate change again. They created a perpetual spending loop for themselves it's sick.
Don’t listen to the United Nations! They lie to us to get us afraid of issues that aren’t issues to distract us from what they are really doing to try to destroy our freedoms! They use water to make batteries for China and empty our reservoirs that we need for farmers.
