Mitch being born in Alabama is a son of the confederacy, and as such was doing his job to create an atmosphere in which the south can rise again. In reality Texas Governor has good business acumen. The migrants aren't forcefully loaded and shuttled to their destination. Everything is actually completely voluntary. Most migrants do not stay in Texas anyway because their families are elsewhere in the US. So there's money made by private providers such as governor's transportation business to shuttle the people. While every Trumpie supporter is thinking, wow Abbott is crapping on those democrats, actually everyone is working together and making money.
