The problem is, if and when Ibrahim leaves office or dies, what happens to the people with the next government? This is especially if the Gov't is corrupt. The people could easily lose their land and end up with nothing or be taxed so high that they will lose their land anyway. This will work both sides to create security & order over land ownership with correct documentation, whether for Burkinabaes village, town, rural areas, city, including family, individual acquisitions or set aside for national projects. Foreigners will not just be able to stealthily grab or buy land which may most likely have precious resources in them; (taking into account the past history of Africa). This is a way to keep white foreigners or other groups from taking advantage of the local population who just trying survive but end selling their most valuable asset, which is their lands.
