If he indeed was a former KGB agent, why did he not pursue an operation of attrition on commerce, industrial and defense rather than on human lives, residential, health, energy and recreational facilities? If he did, over a million service personnel would have been alive and maybe a prolonged negotiation would instead have taken place, resulting in a mutually agreed settlement.
