China are currently are trying to Shed it's labor intensive industry such as textile and basic assembly because they are rich enough that no new Generation willing to take that job so might as well give that industry to it's close trade partner. It start from Vietnam but Vietnam obviously too small to absorb all of that so then the next one are ASEAN but even ASEAN is also too small then the next one is to Africa. It is win win because the sheer size of China means the Jobs exported although low level but at least it will be a lots of it. But if your country actually competent you can also negotiate with China so they also invest in more value added industry such as Automotive, chemical, and Electrical assembly. So what China get in return you ask well they get money obviously and lower inflation that will leads lower Bond yield that leads to higher flexibility in Fiscal space. Smart policy i say
