If you go and actually research this you will find that the agreement was pretty much completed due to negotiations facilitated by Qatar. Trump just saw a opportunity to swoop in at the last moment and carve out a "deal" for himself (promising US business dealings with both the DRC and Rwanda if they sign and also give US company's a share of their mineral wealth) and then claim (just as he always does) that he was the great peace broker.
