As the US ramps up its presence in the Caribbean on a mission to strike alleged narco-trafficking boats and considers direct attacks on Venezuela, 10 thousand American troops man newly opened bases in Puerto Rico and ships in the Caribbean. For residents on the Puerto Rican Island of Vieques, the US presence stirs up difficult memories.
