Solution: ehailing drivers, taxi drivers and even school transporters and bus association should belong to one association. Pay a fee to operate in an area based on the size of vehicle and permitted passengers yearly.
When you have people doing their own thing that's where trouble starts. When you have taxi association pulling over private vehicles that's where trouble starts. There's more than enough business for everyone. Learn to coexist.
