If the strike was war against combatants it was legal. If the combatants were concealing their combatant intent with non combatant appearance they were unlawful combatants with no non combatant protection. That makes the second strike legal.
If these 85 killed were families out on fishing trips that's bound to have evidence reporters can gather. They're not reporting finding it. If they were narco terrorists against whom we've declared war they keep their boating trips secret, and our side keeps the intelligence we gather about their trips secret. Reporters would find, and do find that evidence hard to find.

We believe that time is being wasted by Republicans trying to figure out if we should hang these boat people with a red rope or a green rope. Nobody seems to be putting forward the idea that back "in the day" we used to flag suspect craft down with a siren and/or a loudspeaker command to "Heave to and come about" accompanied with 2-3 seconds of 50-cal 100-200 meters ahead of the boat.
