If you really want to stop drugs and drug use, it's very simple. Put a bounty on the severed head of every drug user/addict and drug dealer. Say, $2000… There you go. If the government really cared about ending all this, they would do that. Any one ruthless enough to pick up a gun, would make some money. The streets of California would be cleaned up in a week. Anyone trying to stop us or interfering would be considered accessories and fairgame.
