He lashed out at Western countries imposing sanctions, telling them to “go to hell.” Rwanda faces growing pressure over alleged support for the Tutsi-led M23 rebels. The UK and Germany have cut aid. The U.S. imposed sanctions on a Rwandan minister. The EU has done the same and is also reviewing a crucial mineral deal. Canada has suspended export permits and official visits.
