On February 14, 2026, at the Munich Security Conference in Germany, U.S. Secretary of State Marco Rubio delivered remarks that have sent shockwaves across Africa and the Global South.
In an official speech now recorded in the U.S. State Department archive, Rubio openly lamented the decline of Western empires, blamed anti-colonial uprisings and “godless communist revolutions” for weakening Western dominance, and called for renewed transatlantic unity to compete for control of markets and critical minerals in the Global South.
He spoke about revitalizing “the greatest civilization in human history.” He rejected being “caretakers of the West’s managed decline.” He called for building Western-controlled supply chains for critical minerals.
