    For Burkina Faso to build complete logistical chains and a mature Industrial Complex, Captain Traore must erect protective tariffs. Read, The Tariff History of the United States by F. W. Taussig.
    That's exactly what the US did during the 19th Century to protect infantile American steel industries, used primarily for trains.
    The fact is, if the private demand for cotton is not strong enough, the government will have to buy it from the farmers and sell it anyway to someone. It's a tough job. God help Captain Traore!
